A URL may be excluded as an independent indexed version because Google considers another page representative of the same content. Before treating that as a failure, decide which address should appear and whether the pages are genuinely equivalent. The answer changes the work required.
Declared and selected are different observations
A declared canonical expresses the site's preference. Google's selected canonical reflects its available selection information. Google's canonicalization guide describes signals rather than a command that forces a particular choice.
Check both addresses when available. If one field is absent, do not assume it matches the other. Record the inspection date so an older observation is not mistaken for a response to a correction just published.
When the pages are equivalent
Choose the address intended as the main version and review consistency. Do internal links point to it? Does the sitemap list a different variation? Is there a redirect in the opposite direction? Does the template declare another canonical?
Record specific contradictions. The issue may sit in signals distributed across the website rather than in the tag on the one page you opened.
When the pages should be distinct
Compare what each page actually provides to users. Different titles do not necessarily create distinct pages if the main content is almost identical. Review purpose, substantive information and the relationship between the URLs.
Do not attempt to solve insufficient differentiation by changing only a tag. Likewise, noindex is not an automatic substitute for a canonicalization strategy. These decisions have different effects.
Investigate a template pattern
Imagine a store declaring a product page as canonical while internal links point to a parameterized variation and the sitemap includes another address. Start by mapping the versions and agreeing on the preferred one. Then make the implementation consistent, testing a sample before extending the change.
When affected URLs share a template, fix the source of the pattern. Repeated manual edits may be overwritten by the next publication process.
Verify separate milestones
Check the website implementation and retain later inspections. “The tag has been corrected” and “Google reports the expected selected version” are different milestones.
